On January 28, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made an inspection tour of Deyang City and Suining City. He stressed the need to thoroughly study and implement the guiding principles of the 20th CPC National Congress and the Central Economic Work Conference, conscientiously carry out the deployments of the Second Plenary Session of the 12th CPC Sichuan Provincial Committee, the Economic Work Conference of the CPC Sichuan Provincial Committee and the Provincial Two Sessions, fully, accurately and comprehensively apply the new development philosophy, unswervingly promote high-quality development, make every effort towards the goals, and strive for a good start of the economic and social development in the first quarter, laying a solid foundation for facilitating the overall improvement of the economic operation and completing the annual goals and tasks of the province.
Huang Qiang visited Dongfang Turbine Co., Ltd. of Dongfang Electric Corporation. He learned about the company's industrial planning and scientific research results, and inspected the first unmanned blade processing workshop and the first lights-out production line in China. He affirmed the company's achievements in promoting green, low-carbon, digital and intelligent transformation and development, and called for its great efforts to make breakthroughs in key core technologies, strive for glory for the country, drive the coordinated development of upstream and downstream enterprises, form an industrial chain, an innovation chain and a value chain, and better play a demonstration and leading role in building Sichuan into a province with strong manufacturing.
At Deyang Three-Circle Technology Co., Ltd. and Sichuan Hongji Optical Glass New Material Technology Co., Ltd., Huang Qiang carefully checked a series of independent innovation products, and encouraged the enterprises to speed up the planning of R&D institutions in Sichuan, strengthen cooperation with colleges and universities in the province, and especially reinforce original innovation to manufacture, put into trial production, conduct some preliminary research for, and explore products generation after generation. Moreover, he urged local governments to pay close attention to chain leaders, improve the industrial chain support systems and accelerate the development of an industrial ecosystem.

At Shehong Lithium Battery High-tech Industrial Park, Huang Qiang was briefed on the development of the lithium battery industry in the whole province and Suining City. He visited Shehong Chengxin Lithium Industry Co., Ltd. to learn about the production of the lithium hydroxide project, and made a field trip to SVOLT Energy's power lithium-ion battery project in Suining Economic and Technological Development Zone to have an idea of the construction progress. Huang Qiang required that we should align with the advanced level in China and the world, define the threshold of lithium battery investment promotion projects, avoid low-level repetitive construction, and prevent the risk of overinvestment and overcapacity in some fields; strengthen the overall development and utilization of lithium resources, concentrate on technical research, accelerate the occupation of the forefront of industrial development, and continue to enhance the core competitiveness of Sichuan's lithium battery industry.
At Sichuan Qiying Edible Fungus Industry Co., Ltd. in Pengxi County, Huang Qiang inspected the production and export of its hit products such as pleurotus eryngii and cordyceps flower, and encouraged the enterprise to increase R&D efforts, keep growing, provide jobs to the people nearby and help them increase their income.
During the inspection tour, Huang Qiang also heard the reports of the two cities on the good start of their work in the first quarter. He stressed that it is necessary to firmly apply the guiding principles of the 20th CPC National Congress in all respects of our work, continue to take high-quality development as the primary task, keep in mind that "development must be high-quality development", ensure that implementation is not biased, unchanged and not misguided, explore the development of an evaluation index system for high-quality development in our province, and achieve effective improvement in quality and reasonable growth in quantity. We should continue to regard innovation as the primary driving force, follow the path of independent innovation, make breakthroughs in "bottleneck" problems, forge the "trump card", be brave to break new ground, be a winner in new fields, and steadily foster new growth drivers and new strengths. We should work unswervingly both to consolidate and develop the public sector and to encourage, support and guide development of the non-public sector. Local governments should take the lead in abiding by the contract spirit, and the new leadership should continue to redeem the governments' promises. In this way, we will create a law-based business environment, in which state-owned enterprises, private enterprises and foreign enterprises are ready to participate, innovate and invest respectively. We should unremittingly uphold the bottom line of safety, and the red lines for ecological conservation and arable land protection, prevent and resolve safety risks and hidden dangers, step up waste-free treatment in the whole region, ensure that the quality of the ecological environment can only get better, not worse, adhere to the assessment criteria of "per unit area yield", promote the use of multi-storeyed workshops, and vigorously boost efficient and intensive use of land.
